Hon. Lady Justice Prof Lillian Tibatemwa Ekirikubinza
MOMBASA, KENYA: A cross-section of Ugandan Judicial Officers took part in a three-day workshop to pre-test and validate the Judicial Training Curriculum and Facilitators Guide on the Maputo Protocol at Serena Resort Beach and Spa, Mombasa Kenya.
The Curriculum and Guide contain many pertinent principles in the Maputo Protocol which Uganda signed and ratified and among other provisions are; Sexual Harassment articles12-13, Health and Reproductive Rights (article 14), Marriage and Divorce Rights(Article 7), intersectionality between women’s access to justice and legal pluralism and domestic violence as a form of GBV.
The goal of the Curriculum and Guide is to help judicial officers from jurisdictions that are signatory to the protocol in Africa to fully utilize and implement the provisions of the Maputo Protocol in their judgments.
The head of delegation from the Ugandan Judiciary, Hon. Lady Justice Prof Lillian Tibatemwa Ekirikubinza, was the lead consultant while Hon. Justice Dr Henry Peter Adonyo was a reviewer and facilitator. Magistrate Grade I, HW Jackline Kagoya was on the peer review team that reviewed the manual.
The other Judicial Officers participating in the meeting are; Court of Appeal Justice, Hon. Lady Justice Eva Luswata Kawuma, High Court Judge, Hon. Lady Justice Henrietta Wolayo, HW Ntalo Hussein Nassur (Deputy Registrar) and HW Christine Nantege(Senior Magistrate Grade I).
Among the recommendations reached was that the JTIs of the different Judiciaries should be able to annually carry out trainings on emerging trends in these pertinent areas and even be able to award credit certificates to participants. This, it is hoped will enable judicial officers to have gender lenses as they handle cases of GBV.
The meeting was funded by Equality Now (Kenya Chapter).
